LILLEY: Canada seeking ‘associate member’ status with EU despite PM’s denials

On Wednesday, European Commission President Ursula von der Leyen proposed Canada as the European Union's first associate member, a bold move as US President Donald Trump escalates his threats against Canada. The US President's tariffs and stern warnings have strained the North American neighbors' relationship. Canada is seeking to lessen its reliance on the United States, which currently accounts for about 70% of its exports.

Prime Minister Mark Carney has called for a "unique alliance" with the EU. In her annual State of the European Union address, von der Leyen outlined plans for Canada and the EU to build upon their existing free trade agreement, CETA, with a broader "Alliance for the Future" aimed at fostering "common prosperity and economic security."

Von der Leyen emphasized that this closer relationship would be rooted in shared democratic values. Canada's Prime Minister, Mark Carney, expressed his country's willingness to respond to US tariffs. The Canadian official familiar with the discussions told the Associated Press that Ottawa is exploring ties with the EU that could stop short of full membership.

These ties could allow Canadian citizens to live and work in Europe without visas as part of a broader strategic partnership. Canada has already joined the EU's defense procurement program. While there is no established framework for Canada's potential associate membership, the idea has been previously floated for Ukraine and post-Brexit Britain.

Tobias Cremer, a German member of the European Parliament, called for Canada and the EU to move beyond rhetoric and establish a more substantial partnership, urging the arrangement to be more ambitious than just a trade or defense agreement. The EU's relationship with Canada is increasingly driven by geopolitics, with both sides seeking to strengthen their sovereignty and counterbalance the influence of other global powers.
