Lawmakers back measures to boost childbirth

Two lawmakers have expressed support for the 11 key measures unveiled by Chief Executive John Lee in his Policy Address aimed at increasing childbirth rates. The proposals include extending the current HK$20,000 bonus for a new baby for an additional three years, along with an extra HK$30,000 for each subsequent child. Parents who purchase a property within a year before the baby's birth or up to two years after delivery will receive a HK$20,000 reduction in stamp duty.

Judy Chan of the New People’s Party praised the stamp duty deduction, stating that the government is employing every measure to assist new parents. She emphasized that housing is a crucial factor for families, and this new incentive would be welcomed by new parents. Chan also expressed confidence that this measure would send a positive message to society, indicating the government's commitment to supporting families.

DAB lawmaker Nixie Lam commended the government's emphasis on childcare services alongside the cash incentives. The Policy Address outlines plans to establish three new childcare centers and eliminate the quota for the School-based After School Care Service Scheme from the next academic year. Lam noted that while the bonus is an important financial incentive, the most significant factor is the availability of government-funded community childcare facilities when parents return to work.

She highlighted that approximately 70% of parents are at-work parents, and these facilities are essential in providing the necessary support for childbearing.

During a press conference on Wednesday, the Chief Executive explained that the latest measures are specifically targeted towards parents who already have a child, rather than those who have decided to remain childless or are still considering it. Lee justified this approach by emphasizing the importance of encouraging second births, which he believes will be more achievable if resources are allocated to this particular demographic.
