Indonesia Lists 22 High-Risk Digital Platforms for Children: What Are They?

The Indonesian government has identified 22 digital platforms as high-risk for children, according to the Ministry of Communication and Digital (Komdigi). This is part of a broader effort to assess the risks associated with digital products, features, and services to ensure they are safe for children under 16 years old. As of September 6, 2026, 252 products, features, and services from 94 Electronic System Providers (PSEs) had completed self-assessments. Of these, 60 were verified by Komdigi, with 22 classified as high-risk.

The high-risk categories include a mix of social media platforms, e-commerce sites, streaming services, and digital games. These services are deemed unsafe or unsuitable for children due to varying levels of potential harm or inappropriate content. The protective measures for these high-risk platforms are stricter, as required by applicable child protection regulations.

Komdigi has been working on a six-month evaluation of the Tunas PP (Child Protection) implementation. During this period, platform operators are given the opportunity to self-assess their services. However, failure to comply by the deadline of December 31, 2026, will result in a government-assigned risk profile. The government emphasizes that this policy is not a blanket internet ban for children, but a tiered approach based on the service's risk level and the user's age, ensuring that not all platforms are treated equally.

The list of high-risk platforms includes diverse services ranging from popular e-commerce sites like Lazada and Blibli, streaming services like YouTube and MAXStream TV, to digital games such as Valorant and Teamfight Tactics Mobile. This comprehensive approach aims to protect children from potential online risks while allowing for a nuanced view of digital platform safety.
