EU chief pitches ‘associate member’ status for Canada

European Commission President Ursula von der Leyen proposed the idea of Canada becoming the European Union's first associate member, ahead of Canadian Prime Minister Mark Carney's speech at the European Parliament. Von der Leyen emphasized the need for closer cooperation on technology, defense, and energy, stating that the EU and Canada should work together as democracies facing challenges to the international rules-based system.

The EU chief outlined various areas of collaboration, including intelligent manufacturing, technology alliances, defense industrial bases, Arctic projects, energy, critical minerals, batteries, AI, cyber, and economic security. Von der Leyen stressed that this partnership would not be against any external entities but for the collective strength of both nations.

Carney, who has been pursuing stronger ties with the EU, attended the State of the Union speech and met with von der Leyen to discuss areas such as critical minerals, energy, defense, research and development, and advanced technologies. While EU treaties do not currently provide for an associate member status, the concept has been previously raised by German Chancellor Friedrich Merz in the context of Ukraine.

Discussions between the EU and Canada are ongoing, with the ultimate approval of any partnership requiring the consent of member states.
