2027 budget draft envisages UAH 26.3 billion for newly created Minregion

According to the 2027 state budget draft registered on September 15, Ukraine has set aside UAH 26.3 billion for the newly established Ministry of Communities, Territories and Internally Displaced Persons (Minregion). This allocation encompasses public investment projects at UAH 868.7 million, management and administration at UAH 628 million.

Furthermore, the draft plans to spend more than UAH 1 billion on social housing construction, and UAH 151.9 million on developing a unified housing information and analytics system. The budget also allocates UAH 11.5 billion for housing compensation, UAH 5.4 billion for HOME program compensation, and UAH 3.4 billion for eRecovery program compensation.

Additionally, UAH 249.6 million is proposed for the HOPE project, with the State Fund for Youth Housing Construction Support's charter capital to be increased by UAH 16 million. The budget also reserves UAH 2 million for reducing mortgage costs for citizens in need of improved living conditions. Other allocations include UAH 39.3 million for reintegration systems, UAH 51.8 million for protecting rights in temporarily occupied territories, and UAH 1.76 billion for reintegration measures for TOT population and social/legal protection for persons deprived of personal freedom due to armed aggression against Ukraine.

The budget also allocates UAH 680.7 million for the Energy Efficiency Fund and UAH 117.4 million for energy efficiency projects in public buildings. Furthermore, UAH 82.2 million is planned for the national urban planning cadastre, and UAH 19.3 billion is allocated in subventions to local budgets, which represents a 17.7% decrease from the 2026 budget.
