This comes after a meeting between Donald Trump's special envoys in Moscow and Kyiv in early September, who advocated for a return to trilateral discussions involving the United States, Ukraine, and Russia.

Both Russian and Ukrainian representatives suggested that these talks might resume in October, with Russian presidential aide Yuri Ushakov indicating that Abu Dhabi is a "fully acceptable" location for the negotiations. Prior to this, there were three rounds of talks between Russia, Ukraine, and the United States in January and February 2026, held in Abu Dhabi and Geneva, but no such meetings have taken place since.

According to sources cited by American media, CIA Director John Ratcliffe, who visited Moscow in late August, might assume the role of the primary negotiator with Russia.
