Philippine VP’s impeachment trial heats up as unexplained wealth takes centre stage

Impeachment proceedings against Philippine Vice-President Sara Duterte-Carpio intensified on Monday as prosecutors introduced allegations of unexplained wealth, which could potentially end her term and prevent her from running for president in 2028. The Senate hearing, which had been ongoing for 24 days, began the fourth of four charges against her.

Duterte-Carpio, who was once President Ferdinand Marcos Jr.'s running mate, is now his harshest critic, accusing him of corruption and political persecution. She has been accused of issuing grave threats against Marcos, his family, and the Department of Education, which she headed from 2022 to 2024. The impeachment trial focuses on the mishandling of confidential funds meant for sensitive security and intelligence-related spending.

Prosecutors presented evidence of military certifications being used to justify fund liquidations even though the units had not received any money. Cash payments allegedly channelled through a military officer, Colonel Raymund Lachica, were also highlighted. The defense claimed that the names used were aliases to protect whistle-blowers.

The prosecution faces the challenge of determining the number of votes needed to convict Duterte-Carpio. Currently, she would be removed if two thirds of the 24-member Senate, or 16 senator-judges, vote to convict her. However, some senators have been absent or unable to participate due to their own criminal cases. The impeachment court may review the threshold in light of the current circumstances.
