GRA targets over double revenue by 2028

Ghana's Revenue Authority (GRA) is aiming to more than double its revenue collections by 2028, according to Commissioner-General Anthony Kwasi Sarpong. The growth of businesses and industry will be crucial in reaching this goal, Sarpong emphasized at the AGI 2026 Industrial and Exhibition Summit. He stressed that the GRA aims to double the revenue collected in 2024 by 2028 while also enhancing tax compliance and establishing a more predictable environment for businesses.

Sarpong's remarks were made at the summit, where he highlighted the importance of a collaborative relationship between the tax authority and the private sector to support Ghana’s industrialization and domestic revenue mobilization. The GRA's revenue performance is directly tied to the economy’s strength and the businesses' ability to expand their operations, he said. "When your business grows, the nation can collect more without raising a single rate," he noted.

The GRA's strategy includes broadening the tax base, improving the predictability of the tax system, simplifying rules, and leveraging digitization to boost efficiency and compliance. Sarpong explained that the Authority is undertaking legal and technological reforms to make tax administration more efficient and responsive to businesses' needs. In 2024, the GRA collected GH¢130 billion in revenue and aims to reach GH¢225 billion in 2026. As of now, they are on track to meet this year's target.
