China Imposes Travel Curbs On Citizens Deemed Threats To National Security

Beijing has implemented extensive travel restrictions on its citizens, targeting those who may jeopardize China's industrial or technological security, according to a State Council announcement. Individuals found guilty of violating technology import and export regulations may face bans on leaving the country. Furthermore, those who commit illegal activities abroad could be prohibited from returning to China for periods ranging from six months to three years following their return.

The travel restrictions come amid a tech race between China and the United States, both nations accusing each other of stealing locally developed artificial intelligence capabilities. The new rules, initially released in July but enforced from Tuesday, aim to protect China's sovereignty, security, and developmental interests. However, analysts caution that the broad scope of the travel restrictions could be easily manipulated.

Chong Ja Ian from the National University of Singapore expressed concerns that security and criminal activities can be broadly defined and adjusted as needed. The implementation of such measures remains uncertain, as the outside world will only witness how the remit is applied once cases arise. The case of Min Zin, a US citizen detained by Chinese authorities in Yunnan province in June, further illustrates the potential for arbitrary restrictions. China denies these allegations, stating that Min Zin was suspected of violating Chinese law.

Dylan Loh, an associate professor at Nanyang Technological University, Singapore, noted that the travel restrictions serve as a message that China will take action to prevent leaks in security or national interest-sensitive areas.
