BMA replaces e-mail with digital port system

The Border Management Authority (BMA) in South Africa is implementing a digital port system called the BMA Port Health Management System (PHMS) to enhance maritime industry efficiency and streamline processes. Acting BMA Commissioner David Chilembe unveiled the system at Durban Harbour in KwaZulu-Natal. Port health services, conducted at entry points like harbors and airports, prevent disease spread and health risks in the country.

The BMA PHMS offers a digital platform for requesting, processing, monitoring, and managing port health services electronically. Under the existing system, shipping agents submit requests via email, which port health officials then review and respond to. The PHMS aims to eliminate difficulties in tracking request progress, obtaining a consolidated view of requests, tracking actions, and retrieving historical information.

Developed for electronic delivery management, the PHMS allows users to submit requests, upload documents, process requests, conduct inspections, manage invoicing, and schedule inspections. It also facilitates free practices, digital endorsements, and stamping applications. The PHMS reduces administrative tasks, provides visibility into request statuses, and offers a structured record of user transactions.

Access is restricted to authorized users who must authenticate using Entra ID and role-based access control. The first phase of implementation will occur at Durban Harbour, with subsequent rollout to other ports of entry based on pilot project insights. Home Affairs Minister Dr Leon Schreiber emphasized that the PHMS represents a significant milestone in South Africa's digital transformation of port health management processes.
