Gov’t 24-Hour Economy markets programme is an afterthought – Minority

The Minority in Parliament has criticized the government's implementation of the 24-Hour Economy Market Programme, labeling it an "afterthought." According to Francis Asenso-Boakye, Ranking Member of Parliament’s Local Government Committee, the programme lacks proper planning and does not address the needs of local communities adequately.

The Minority is not opposed to constructing or modernizing markets where there is genuine economic demand, but they question the government's nationwide approach without sufficient consideration of the varied needs of different districts. Asenso-Boakye emphasized that the government should explain the needs assessments, feasibility studies, and local development plans that guided the projects.

Under Ghana’s local governance framework, District Assemblies are responsible for planning within their jurisdictions, meaning that development projects should reflect local priorities. He pointed out that some districts may need new markets, while others may require the rehabilitation or expansion of existing ones. Some districts might even have markets under construction, or may have more pressing development needs such as roads, drainage, schools, health facilities, and sanitation infrastructure.

Asenso-Boakye cautioned against imposing a uniform market development model on districts with different population sizes, economic activities, and existing infrastructure, stating that such an approach could undermine the principles of decentralization by failing to adequately involve local authorities in determining their communities' priorities.
