German intelligence report warns of rising Chinese, Russian spy threat

Germany's military intelligence agency, known as MAD, has issued a warning regarding an increasing threat from hybrid attacks and the use of recruited contract agents. The agency's annual report, released on Monday, cites Germany's strategic position in Europe, the expansion of the Bundeswehr, and the introduction of new weapons systems as factors contributing to the heightened targeting.

The MAD report highlights a deterioration in the hybrid threat situation in Germany, encompassing cyberattacks, drone attacks, political influence attempts, and disruptive attacks targeting various infrastructures. The report also expresses concern about German military personnel traveling abroad, as they may become vulnerable to blackmail and threats from security authorities in the visited countries.

Additionally, the report reveals a surge in suspected cases of right-wing extremism within the Bundeswehr, with a 26% increase in new case investigations from 2024 to 2025. The MAD has identified 11 armed forces staff as right-wing extremists and 21 individuals with credible evidence of disloyalty to the constitution. The report also notes the influence of new youth groups through social media and the blurring of boundaries in right-wing extremism, with far-right views becoming more normalized.

The MAD warns that embassies and semi-governmental organizations provide cover for Russian spying, and press agencies should be considered potential targets.
