ECC Approves $6 Billion Refinery Upgrade Plan

On Monday, the Economic Coordination Committee (ECC) of the federal cabinet approved a Draft Upgrade Agreement under the Pakistan Oil Refining Policy 2023, for substantial investments in the nation's refineries. This framework will oversee the implementation and oversight of refinery enhancement projects and associated incentives, with completion slated within five years.

Pakistan is aiming for approximately $6 billion in investments to rejuvenate its aging refining facilities and augment domestic production of cleaner fuels.

The proposed upgrades could elevate petrol production by up to 72 percent and high-speed diesel output by around 39 percent, according to sources. This investment is anticipated to bolster the local manufacturing of Euro-V standard petroleum products. The framework incorporates protective measures for investments, such as stability clauses and tax incentives. It also facilitates the establishment of foreign currency accounts to import machinery and equipment necessary for refinery modernization.

Moreover, the policy advocates for expanding onshore and offshore petroleum storage capacities, which could bolster Pakistan's energy security. The country's refineries are predominantly aged, and these upgrades are intended to enhance efficiency, comply with environmental regulations, and increase the production of superior fuels locally. An increased domestic refining capacity could diminish Pakistan's reliance on imported petrol and diesel, potentially alleviating pressure on fuel prices in the long run.
