Territory Remains Main Obstacle to Ukraine-Russia Deal, Kushner Says

Territorial disagreements persist as the primary hurdle blocking Ukraine and Russia from achieving a deal to cease the conflict, according to US presidential special envoy Jared Kushner. Speaking at the Yalta European Strategy forum in Kyiv on Sunday, Kushner highlighted that while frameworks addressing most aspects of a potential settlement have been established, the dispute over military frontiers and sovereign borders continues to impede progress.

He noted that Russian President Vladimir Putin had articulated Moscow’s specific territorial ambitions during recent Kremlin consultations, but Ukraine has steadfastly rejected any territorial concessions or troop withdrawals. "The main issue will be territories, and that is precisely where the sides have not yet reached an agreement," Kushner stated.

Ukrainian President Volodymyr Zelensky and his administration have categorically rejected any territorial compromises, insisting that restoring Ukraine's territorial integrity and securing Western defense guarantees are essential for any enduring resolution. Kushner emphasized that Ukraine and Russia are experiencing significant hardship and are eager to end the war.

He affirmed that President Trump is deeply committed to the cause, alongside other US leaders, while Zelensky remains steadfast in his determination. The envoy stressed that diplomatic discussions lately have been heavily focused on crafting a secure post-war framework, ensuring Ukrainian assurances that a cessation of hostilities will result in lasting peace rather than a temporary lull.

He underscored that the three non-negotiable pillars of any just outcome for Ukraine are sovereignty, security, and economic prosperity. Kushner mentioned that during prior trilateral talks in Abu Dhabi, Ukraine, the US, and Russia agreed on practical methods for preventing future conflicts and verifying ceasefires, involving military personnel.

This monitoring system is intended to activate once a definitive resolution on frontiers or territorial disputes is reached. He believes this represents a substantial advancement. Kushner outlined subsequent steps, arguing that enduring stability must be founded on economic prosperity and mutual financial benefits. He contended that both nations should capitalize on the post-war period to draw international investment, generate employment, and enhance living standards.

Kushner maintained that societies are most motivated to pursue peace when they have something to anticipate, and that this economic incentive will serve as a potent deterrent against future conflicts.
