BRICS Declaration Condemns Jammu & Kashmir Terror Attack, Calls For Zero Tolerance Against Terrorism

The BRICS Declaration, held in New Delhi, strongly condemned the terrorist attack in Jammu and Kashmir on April 22, 2025, which resulted in the deaths of 26 individuals and numerous injuries. The joint statement, which did not mention Pakistan by name, emphasized the commitment of BRICS member nations to combat terrorism in all its forms, including cross-border terrorist activities, financing, and safe havens.

The Declaration stressed that terrorism should not be linked to any religion, nationality, civilization, or ethnic group, and called for accountability and justice for those involved, in line with national and international law.

BRICS reaffirmed its "zero tolerance for terrorism" and rejected any double standards in countering terrorism. The group encouraged member nations to comply fully with their obligations under international law, including the UN Charter, to combat terrorism. The Declaration welcomed the work of the BRICS Counter-Terrorism Working Group (CTWG) and its five subgroups, based on the BRICS Counter-Terrorism Strategy, Action Plan, and Position Paper.

The Declaration also expressed hope for further deepening counterterrorism cooperation and called for the swift conclusion and adoption of the Comprehensive Convention on International Terrorism in the UN framework. Moreover, it urged concerted actions against all UN-designated terrorists and terrorist entities.
