'Maximum Restraint': BRICS New Delhi Declaration Warns Against Middle East Escalation; Backs Two-State Framework In Gaza

In the New Delhi Declaration from BRICS 2026, members expressed grave concern over the escalating tensions in the Middle East and West Asia, warning against actions that could lead to unrestricted conflict in the region. The document highlighted the necessity for maximum restraint and the avoidance of actions that could further exacerbate the situation, emphasizing respect for state sovereignty and the protection of civilians and civilian infrastructure in accordance with the United Nations Charter.

The declaration addressed the Israeli-Palestinian conflict, condemning unilateral measures and demilitarizing humanitarian aid deliveries while rejecting any territorial alterations to Gaza. It denounced the use of starvation as a warfare tactic and obstruction of humanitarian access, reaffirming support for a sovereign Palestinian state within the internationally recognized 1967 borders, including Gaza and the West Bank, with East Jerusalem as its capital.

Concerns were also raised regarding attacks on civilian infrastructure and peaceful nuclear facilities under IAEA safeguards, with the declaration emphasizing that such actions violate international law and must be prohibited. In Lebanon, the declaration welcomed the cessation of hostilities and called for strict adherence to UNSC Resolution 1701, condemning violations of Lebanese sovereignty and attacks on UNIFIL installations.

In Syria, the leaders reaffirmed their commitment to the country's unity and independence, demanding an inclusive political transition under UNSC Resolution 2254 and the withdrawal of occupying forces.
