Ukraine strikes could leave Russia with 30% less refining capacity for 18 months, IEA says
The International Energy Agency (IEA) has lowered its baseline forecast for Russian oil refining over the next 18 months to approximately 4 million barrels per day, or 30% below pre-invasion levels in 2022, Bloomberg wrote on Sept. 11, citing the agency’s monthly oil market report.
