Pune Police Custodial Torture: MSHRC Recommends FIR Over Minors Tied To Vehicle, Illegal Detention And Human Rights Violations

The Maharashtra State Human Rights Commission (MSHRC) has called for the filing of a First Information Report (FIR) against senior Pune police officials following allegations of custodial torture, illegal detention, and parading minors by tying them to a vehicle. The full MSHRC bench, led by Chairman Justice A M Badar, directed the Maharashtra Director General of Police (DGP) to consider the Commission's fact-finding inquiry report as an FIR.

The preliminary inquiry was conducted by a three-member committee, which reported severe violations of human rights and a dismantling of the rule of law. The committee's report detailed horrific police brutality and psychological torture against three minors detained in a murder case. These minors were publicly paraded from their police station to Ambegaon Pathar outpost while senior police inspector Mansingh Patil announced them as murder suspects over a loudspeaker.

The minors were subjected to severe custodial violence, including beatings with fibre batons and bamboo sticks, and unlawful detention beyond statutory limits. The MSHRC emphasized that registering an FIR is mandatory when cognizable offences are disclosed, as the law enforcement officers' actions undermined the rule of law.
