No Signs Putin Is Ready For Serious Negotiations — Merz

German Chancellor Friedrich Merz stated at a joint press conference with European Council President António Costa that there are few indications the Russian government and president are prepared to engage in serious negotiations to end the war in Ukraine. The German government has been offering dialogue for several months, but the Russian side continues to reject all proposals for conversation.

Merz emphasized that Germany and its partners remain committed to achieving a diplomatic solution, despite the rejection of their efforts. He assured that all support provided to Ukraine, both military and diplomatic, is aimed at ending the conflict, not prolonging it. Merz also highlighted the presence of three national security advisers from Germany, along with two delegates from the United States, in Kyiv for talks with the Ukrainian government and president.

During the press conference, Merz and Costa discussed European Union enlargement, including decisions pertaining to Ukraine, Moldova, and the Western Balkans. The German chancellor also addressed the EU budget, arguing that a 20th-century budget cannot effectively address 21st-century challenges. He emphasized the need for a modern financial structure that aligns with political priorities, such as competitiveness and defense capabilities, asserting that Europe's prosperity depends on its economic and military strength.

The German government aims to finalize the complex negotiations on the multiannual financial framework by the end of the year.
