NCC opens free digital learning pathways with zero-rated access to educational platforms, content initiative

The Nigerian Communications Commission (NCC) has launched a new initiative to provide free digital learning resources to students across Nigeria. This "Zero-Rated Data Access to Educational Platforms and Content" initiative aims to bridge educational inequalities and support long-term economic growth by investing in human capital. The initiative, launched on Thursday, offers eligible users up to 100 megabytes of free daily data to access designated educational platforms.

Under the Operator-Sponsored Model, learners can expect roughly 700MB of educational data each week, 3GB monthly, and up to 36.5GB annually. The initiative is led by the Executive Vice Chairman of NCC, Dr. Aminu Maida, who emphasized its alignment with President Bola Tinubu's vision for a $1 trillion economy. Maida stressed that education is critical for economic development, and the programme is part of broader efforts to equip Nigerians with digital skills and knowledge.

The initiative's impact is expected to be significant. With an average of 2-5 hours of study time per day based on educational data consumption estimates, the 100Mb allowance could provide learners with opportunities for up to 20 hours of learning per month. This expanded access to digital learning resources could help address disparities in educational resources across different regions of the country, ensuring that no one is left behind.

Industry stakeholders have estimated that the cost of providing data to five million students in the programme could amount to ₦15 billion monthly and ₦180 billion annually. However, NCC's Dr. Aminu Maida described this investment as strategic rather than burdensome, emphasizing that a more productive workforce will create opportunities for growth in the future.

The initiative is designed with sustainability in mind, utilizing a 100MB data cap to ensure that it remains viable while assessing usage patterns. Educational platforms participating in the programme are encouraged to optimise their services to minimize data consumption, focusing on delivering educational content efficiently.
