How 9/11 Changed America and Tested NATO’s Article 5
The Sept. 11 attacks killed 2,977 people, transformed American security, and began two decades of war. They also provided NATO’s only test of Article 5. Allies defended US airspace and later deployed tens of thousands of troops, but each government retained control over what it contributed. That distinction remains critical for Ukraine.
