Bears Grow Hungry Ahead of Autumn Travel Season

Hyogo Prefecture has issued a warning regarding an increased risk of Asiatic black bears venturing into residential areas during the autumn travel season. This prediction stems from a poor harvest of acorns and other nuts, leaving the animals to roam more extensively for sustenance before hibernation. On September 11, prefectural officials convened to deliberate strategies aimed at averting bear-related injuries and other potential damage as the animals enter a period of heightened activity and the autumn travel season approaches.

Hyogo Governor Motohiko Saito noted that surveys of this year's acorn crop suggest a generally poor yield, which raises the likelihood of bears entering populated areas in search of food prior to hibernation. Concerns over bear encounters have also intensified in neighboring Kyoto Prefecture. A sighting involving what authorities believed to be a mother bear and her cub occurred in Maizuru on September 3, causing alarm among residents who witnessed the unexpected intrusion into a residential area.

One local resident remarked that the cub had leapt over an obstacle, emphasizing the startling nature of the incident. In response, authorities conducted Kyoto Prefecture's inaugural emergency firearms cull, resulting in the euthanization of the bears. Subsequent reports revealed another bear sighting in Maizuru, this time with a cub resembling the previously observed one.

However, authorities have yet to locate the animal. As bears become more active in the weeks leading up to hibernation, and food scarcity heightens the probability of encounters near homes and other populated areas, officials are urging heightened vigilance. Meanwhile, Tokyo's Fuchu Prison is adjusting its meal offerings and living conditions to accommodate an expanding foreign inmate population, with approximately one in four inmates originating from overseas.

Staff members are tasked with balancing the diverse religious, cultural, and dietary requirements of inmates against budget constraints and the demands of managing one of Japan's largest prisons.
