Zaluzhny: lack of technology, funding prevents Ukraine from seizing initiative from Russia

Valeriy Zaluzhny, a former Commander-in-Chief of Ukraine's Armed Forces, highlighted during a speech in London that Ukraine's private sector can swiftly adapt to battlefield demands and innovate weaponry based on real combat experiences. However, limited state funding for defense innovation in Ukraine hinders the country's ability to challenge Russia.

Zaluzhny emphasized that private investment can be a mutually beneficial solution for both Ukraine and its partners, urging for increased financial and technological support not only to weaken Russia's military potential but also to enhance Ukraine's defense capabilities. He pointed out that while Ukraine has considerable experience in drone production, the necessary components, particularly for scaling and modernization, remain outside the country.

Zaluzhny stressed the importance of attracting private capital and technologies through clear institutional mechanisms with Great Britain, which could create new markets and foster long-term cooperation between Ukraine's defense industries and its allies. He stressed that investments are crucial in countering immediate threats like ballistic missiles and jet-powered drones.

Zaluzhny argued that achieving victory over Russia requires a systemic impact on their war efforts rather than isolated technological fixes. This systemic impact can only be attained through strategic, financially and technologically sound policies that ensure today's needs are met tomorrow or the day after. Zaluzhny stressed that defense production must be integral to Ukraine's war strategy, not an afterthought, to seize the initiative, dictate terms, and demand concessions from the enemy.
