President Donald Trump announced on September 10, 2026, that nearly one million Americans are eligible to receive $500 refunds related to their Obamacare health insurance enrollment under the Biden Administration. The refunds are being issued to individuals in 30 states that utilize the federal Healthcare.gov exchange to operate their Affordable Care Act (ACA) health insurance marketplaces.

According to the White House, the Biden Administration overcharged ACA enrollees by passing on the costs of user fees intended to fund the federal exchange, resulting in premiums that were "far in excess" of what was required. Trump stated that the money collected through these fees will now be returned to those who were unjustly overcharged.

The announcement comes as ACA premiums have risen sharply since tax credits under Biden's administration expired at the end of 2025, causing a significant decline in enrollment. The Republican-controlled Congress had previously declined to renew the subsidies, which Trump's administration supported. Trump has previously proposed other refunds, such as distributing $1,000-$1,500 rebates into Health Savings Accounts or returning 20% of the savings from the Department of Government Efficiency's cuts.

However, these proposals have not materialized. The eligibility for Obamacare refunds is limited to enrollees in the 30 states using the federal exchange who did not receive premium assistance under the ACA and paid the full cost of the premium tax. Trump has not provided evidence to support his claims, and it remains unclear whether the promised refunds will require congressional approval.
