Innenminister Alexander Dobrindt has warned that Russia may attempt to carry out further attacks in Germany, stating, "We must continue to consider the possibility of an attack on Germany every day." This warning came after a special session of the Interior Committee to discuss the so-called hybrid threat situation. Hybrid warfare refers to a combination of military, economic, intelligence, and propaganda methods, including cyberattacks and influence operations on public opinion, such as political campaigns.

The minister referenced a recent arson attempt in Munich, where it is believed "throwaway agents" were attempting to ignite fires near military facilities to cause damage. Two suspects in their twenties were arrested and charged with property damage and attempted arson after allegedly tossing incendiary devices from a car. Evidence was gathered from three nearby apartments, including those near the site of the Munich incident, which houses the headquarters of security technology manufacturer Rohde & Schwarz and drone manufacturer Helsing.

The German government has blamed Russia for the attempted drone attack at Leipzig/Halle Airport in early August, while Moscow denies responsibility. The government suspects the use of so-called "throwaway agents" for such operations, individuals hired by intelligence services for simple espionage, sabotage, or propaganda tasks, though they are often abandoned after the mission.

The Union and SPD parties have rejected opposition demands for concrete evidence of Russia's involvement in the Leipzig/Halle incident, emphasizing the role of prosecutors in guiding investigations. Russian President Vladimir Putin has criticized German actions against Russia over the drone incident, asking "Where are the proofs?"

Critics from the AfD, BSW, and the Left parties have demanded more proof, alleging that the government should provide evidence rather than mere claims.
