Qatar sets new measures to protect electricity and water networks from construction damage

Doha, Qatar - The Minister of State for Energy Affairs, HE Saad Sherida Al-Kaabi, has introduced a set of new measures to safeguard Qatar's public electricity and water networks from potential damage caused by construction, excavation, demolition and landscaping works. Decision No. (10) of 2026, issued under the law on protecting public utilities, stipulates these measures.

The safeguards apply to authorized personnel carrying out construction, excavation, extension, demolition or related activities near public networks or adjacent areas. Contractors must adhere to permit conditions, take all necessary precautions and comply with the authorized use of mechanical equipment, which is prohibited within 1.5 meters of utility networks unless explicitly authorized.

The regulations ensure a minimum clearance of five meters for bridges crossing utility networks to accommodate KAHRAMAA's heavy equipment. Excavation works within 1.5 meters of utility networks and deeper than two meters must be secured against potential soil collapse, requiring the presence of a certified engineer overseeing the operations.

Landscaping restrictions include limitations on planting large trees and shrubs within service corridors, with permissible greenery subject to specific height and root depth regulations. Suitable barriers must be installed at designated distances from water networks. Waste management requires construction and excavation materials to remain at least 1.5 meters away from utility networks, with mechanical equipment over five tonnes prohibited within this zone unless approved by KAHRAMAA.

Contractors are mandated to use licensed equipment, accurately locate concealed facilities, and conduct manual excavations prior to work. KAHRAMAA will monitor the implementation of these preventive measures, while relevant authorities oversee authorized works.
