Presumption of corruption should apply to unexplained wealth – Kissi Agyebeng

Special Prosecutor Kissi Agyebeng has proposed the introduction of a reverse onus clause to combat corruption and unexplained wealth in Ghana. He argued that the presumption of corruption should apply when someone cannot explain wealth that vastly exceeds their legitimate sources of income. Speaking at the National Anti-Corruption Dialogue in Accra, Mr Agyebeng emphasized that if a presumption of corruption is established, the affected individual would be required to provide proof of lawful income to counter the allegation.

He stated, "If we mount this presumption, then it will be up to the person to set aside the presumption by saying, I have lawful means of income to support this kind of lifestyle." Mr Agyebeng's proposal is part of his broader advocacy for reforms to enhance asset recovery and bolster the efforts of anti-corruption bodies like the Office of the Special Prosecutor and the Economic and Organised Crime Office.
