NOA clarifies role on Learner Identification Number, rejects NANS’ overreach claim

The National Orientation Agency (NOA) has dismissed the National Association of Nigerian Students (NANS) claim that it is overstepping its mandate by supporting the proposed National Learner Identification Number (LIN). According to the NOA, its involvement in the LIN initiative is limited to conveying government policies and programs to Nigerians, and it was neither the originator nor the implementing agency of the proposed identification system.

The NOA's Director-General, Lanre Issa-Onilu, clarified that the agency's mandate is to promote communication between the government and citizens, not to introduce new identification systems. NANS had reacted to a statement by the NOA, describing the LIN as an unnecessary duplication of the National Identification Number (NIN), and had called on the Federal Government to suspend its introduction and implementation.

However, Issa-Onilu emphasized that the agency's role is to communicate government policies and provide platforms for citizens to express their views, which is a distinct responsibility from the formulation, implementation, or ownership of such policies. The NOA remains open to discussions with NANS and other stakeholders regarding the LIN and its relationship with the NIN, viewing such engagement as a part of its mandate as a bridge between the government and citizens.
