The Shanghai municipal government has replaced the term '70s-born' with '치링허우' (70s-born) as the new term for individuals born in the 1970s. This change comes as the city prepares for the 21st National Congress of the Communist Party of China, which is just a year away. Concern is growing about the future leadership of the '치링허우' generation, especially at the local level.

Last Thursday, the Shanghai People's Congress Supervisory Committee met and accepted the resignation of Shanghai's market chief, 66-year-old Chen Min. In her place, 54-year-old Zheng Jun Ming, born in 1974, was made the deputy party secretary and acting market chief. The 1972-born Zheng Jun Ming is now expected to follow the protocol after officially being selected as the official market leader at the upcoming Shanghai People's Congress.

He has been tasked with handling the Shanghai municipal party bureau as part of the market's dual role.

The deputy market chief is Haining native Xian Ping, with a strong background in finance and auditing. Xian Ping has held various positions including Shanghai's financial director, deputy financial director, and deputy party bureau deputy director. He transferred to the party bureau in July 2024.

According to Chinese media outlet Caixin, the '치링허우' generation now includes five high-ranking officials in local governments, including 1973-born Lu Dong Yong and 1970-born Lu Sha Tao, both of whom are municipal-level party secretaries. The city also appointed 1973-born Wang Hua Je as deputy market chief on the same day. In total, seven individuals born in the 1970s hold high-ranking positions in Shanghai's central and local governments, with four in the Communist Youth League Central Committee and Emergency Management Department.

According to CNA, there are currently around seven high-ranking officials in central and local governments who were born in the 1970s, with five leading regional governments and the rest working in the Communist Youth League Central Committee and Emergency Management Department. This critical period is considered the beginning of '치링허우' entering high-ranking positions in both central and local governments, especially as the 21st National Congress of the Communist Party approaches next year.
