Singapore considering invitation to join China-led AI bloc

Singapore is contemplating accepting an invitation to join China's artificial intelligence bloc, as the nation navigates the escalating rivalry between the United States and China in shaping global AI technology. The China-led World Artificial Intelligence Cooperation Organization (WAICO) serves as a platform for countries to collaborate on AI development and regulation, acting as a counterbalance to the US-led Pax Silica initiative.

WAICO, established in July 2026, currently comprises 29 founding members, including ASEAN nations Cambodia, Indonesia, Laos, Malaysia, and Myanmar. Singapore's Minister for Digital Development and Information, Josephine Teo, stated that the country will evaluate the WAICO invitation alongside its existing engagements with China and other international AI cooperation initiatives.

The two initiatives involve different ASEAN countries, with Pax Silica consisting of 24 members, including the Philippines. Teo emphasized that Singapore's decision to participate in any particular initiative will depend on its objectives, areas of common interest, and alignment with Singapore's overall interests. The WAICO invitation emerges as the US and China increasingly form international coalitions around their respective AI approaches.

In January, Singapore affirmed its participation in Pax Silica aligns with its strategy of working with international partners when there are mutual benefits, particularly in advanced manufacturing and AI infrastructure, both crucial industries for Singapore and its companies. WAICO aims to coordinate on AI development strategies, governance rules, and technical standards while facilitating developing countries' AI capabilities.

Reports suggest that both the US and China are mobilizing support internationally for their initiatives, with Chinese officials reportedly offering exclusive privileges to ASEAN countries to join WAICO.
