Mumbai: BMC Makes MDCTS Registration Mandatory For C&D Projects, Waste Vehicles; ₹25,000 Fine For Violations

Mumbai's civic body, the Brihanmumbai Municipal Corporation (BMC), has made registration with the Mumbai Debris Control & Tracking System (MDCTS) mandatory for builders, developers, contractors, government agencies, and waste transporters involved in construction and demolition activities. This new rule, announced on September 9, 2026, applies to the entire C&D waste chain from generation to disposal, including transportation, processing, recycling, unloading, and backfilling.

Under the Solid Waste Management Bye-laws, 2025, vehicles transporting C&D waste and excavation material must be equipped with active Vehicle Tracking and Monitoring Systems (VTMS). Non-compliant vehicles will face a fine of ₹25,000 for each violation. The BMC has emphasized the need for construction and demolition projects to submit a C&D Waste Management Plan, segregate excavation material from other construction waste, and engage only registered and authorized transporters.

Projects and vehicles that fail to register under the MDCTS will be subject to ward-wise inspections and potential legal action, including stop-work orders, suspension of permissions, and bank guarantee demands. The BMC aims to tackle illegal dumping and unauthorized transportation of construction and demolition waste, which can generate nearly 8,500 metric tonnes of debris daily in the city.

By tightening controls across the entire debris chain, the BMC hopes to prevent environmental pollution and promote responsible waste management practices in Mumbai.
