Zambry: Malay, Bumiputera education must move beyond quotas towards self-reliance, resilience

KUALA LUMPUR, Sept 8 — Zambry Abd Kadir, Higher Education Minister, has asserted that the future of education for the Malay and Bumiputera communities must shift beyond quotas towards self-reliance and resilience. He emphasized that the communities' success should be gauged by their capability to excel in STEM fields, develop new technologies and own intellectual property.

The minister stressed that the measure should not solely rely on the number of students enrolling in university, but also on the ability to think critically, master STEM, establish global companies and lead world-class institutions. Zambry urged the education ecosystem to transcend merely providing access, to instead enhance quality, build competencies, promote entrepreneurship and transition from mere technology use to technology ownership.

He advocated for Technical and Vocational Education and Training (TVET) to be recognized as a primary pathway for cultivating national talent and nurturing skilled problem-solvers. Zambry countered the notion of Bumiputera dependency, stating that affirmative policies are vital as long as structural imbalances exist, but their ultimate aim should be to empower the Bumiputera community to achieve excellence and become independent.

He reiterated that the Malay and Bumiputera education narrative should not perpetuate the idea of helplessness but rather focus on cultivating strength, self-sufficiency, leadership and the ability to inspire others. Zambry underscored the significance of mastering the Malay language as a repository of knowledge and identity, alongside the necessity of proficiency in English and other languages to compete globally without forsaking integrity.

He stressed that while pursing global excellence, the community must retain its identity and values. The Malay Education Convention 2026, a continuation of the Bumiputera Education Congress held in May, will culminate in the formulation of a comprehensive resolution, which will be submitted to Deputy Prime Minister Ahmad Zahid Hamidi for review and subsequent government action.
