Sars issues taxpayer with final demand for one cent

A taxpayer in South Africa received a final warning from the South African Revenue Service (Sars) for a minuscule amount of one cent. The one-cent demand came with instructions on how to proceed, including deferring payment, disputing the debt, settling a portion, or waiving penalties if the capital portion was paid. The taxpayer speculated that the letter might have been AI-generated and questioned the lack of human oversight in such correspondence.

This incident is not an isolated one, as another taxpayer experienced a refund of R323,000 being blocked due to a claimed debt of R50. Despite paying over R1 million in taxes, the taxpayer was found to be R50 behind on his PAYE tax profile and the refund was blocked. Sars Commissioner Dr Johnstone Makhubu acknowledged the agency's recovery from near-collapse during the State Capture years, crediting it to enhanced collection efforts.

However, the one-cent final demand raises concerns about the automated enforcement system and the potential for errors, especially when coupled with the agency's formidable powers of collection.
