Reforms blocking Big Build corruption probe under fire

Independent Broad-based Anti-Corruption Commission (IBAC) reforms have come under scrutiny for allegedly blocking investigations into alleged corruption in government-funded construction projects. Premier Ben Carroll is set to introduce the IBAC Amendment Bill 2026 to the Victorian Parliament on Tuesday. The bill, which will take effect immediately upon passage, includes a late amendment that prohibits the commission from investigating corruption in government-funded construction projects.

This amendment was delivered at 6pm on Monday and includes provisions that exclude matters already addressed by the commission, such as organised-crime allegations referred to IBAC over two years ago by former premier Jacinta Allan relating to Big Build. Opposition Leader Jess Wilson and the Greens have criticized the move, accusing the government of protecting its predecessors and not being serious about addressing the largest corruption scandal in the state's history.

They argue that the reforms undermine the anti-corruption watchdog's ability to investigate and hold accountable those involved in corrupt activities. Carroll responded by stating that investigations could be retrospective if there is new referral or new information available, though he did not confirm whether he would make a fresh referral.

He also cited the upcoming royal commission into construction industry corruption, stating that its scope eliminates the need for a new referral.
