Israel's settlement policy triggers trade restrictions from 13 nations, incl. UK, Ireland, France

Thirteen nations, including the United Kingdom, Canada, and France, have agreed to impose trade restrictions on Israeli settlements in the West Bank. The countries argue that Israeli government actions in the region are damaging the prospects for a two-state solution. The situation has worsened due to a surge in settler violence and settlement expansion, including controversial tenders for the E1 settlement project.

While acknowledging Israel's security interests and condemning the October 7 Hamas attack, the nations call for an immediate halt to settlement expansion, accountability for settler violence, and an investigation into allegations against Israeli security forces.

The exact details of the trade bans are not yet clear. Countries must distinguish between goods originating in West Bank settlements and products made in Israel, and a religious exemption to the goods ban is also in place. These countries are home to a significant Jewish diaspora community, though the trade restrictions are likely to have a limited economic impact on these groups.

However, the restrictions may affect access to Israeli products, particularly settlement-produced wine and agricultural goods, as well as businesses and organizations with ties to settlements. French Foreign Minister Jean-Noël Barrot announced the ban, stating that the West Bank is close to exploding due to frenzied settlement expansion, increased violence, and terrorist acts, some of which have been ignored or supported by Israeli authorities.

The move comes as EU member states have struggled to reach a qualified majority to take a collective decision, with notable opposition from Germany. France took this step independently, stating that they cannot wait for a unified EU stance. The modalities of the ban are still being finalized, with an unclear implementation timeline.

This announcement is part of a coordinated effort between the UK and France, with support from other EU countries and beyond. The foreign ministers of these 12 countries also pledged to back or consider restrictions on trade with Israeli settlements in the West Bank, which are illegal under international law. The Israeli government's actions in the region are undermining the possibility of a two-state solution.

While the UK Prime Minister Andy Burnham has not spoken to his Israeli counterpart since taking office, he did inform US President Donald Trump of the impending sanctions, potentially facing retaliation from the US government.
