Congress Returns With Sweeping AI Bills Targeting Superintelligence, Health Insurance

As Congress reconvened from its summer break, they introduced a range of AI-related legislation, including a proposal to ban the creation of superintelligent AI systems and human oversight of health insurance decisions. The most comprehensive bill, the Ban Artificial Superintelligence Act, was introduced by Senator Bernie Sanders of Vermont.

This legislation would halt the development of AI systems that surpass human intelligence and establish a federal agency to safeguard against AI risks. The bill also imposes severe penalties, including termination of the company's legal existence and prison sentences for violators. Meanwhile, Representatives George Whitesides and Pat Harrigan proposed legislation for the National Institute of Standards and Technology to monitor AI's role in further AI research and development.

Another bipartisan bill, the Doctors Not AI Act, introduced by Greg Landsman, prevents AI from making final decisions on health insurance coverage, with human healthcare professionals required to make denials. These bills emphasize the need for human accountability in automated decisions, particularly in high-stakes areas like healthcare.
