Bersama has called for the establishment of an independent panel to re-examine the foundation of national education and determine why additional government funding has not resulted in better learning outcomes, according to Sum Dek Joe, a spokesperson for the Ministry of Education. The panel should consist of education researchers, assessment experts, experienced teachers, and public finance experts, and granted access to data from the Ministry of Education.

Its responsibility would be to determine which strategies succeed, which fail, and why learning targets are not being met. The panel should present findings and recommendations to Parliament within six months, along with interim learning targets, responsible implementing agencies, and funding requirements. Sum stressed that Malaysian children cannot bear another decade of unfulfilled promises, and the PISA assessment, conducted by the Organisation for Economic Co-operation and Development (OECD), is conducted every three years to evaluate the knowledge and key skills essential for full participation in society among 15-year-old students.
