Robert Kibor appointed Registrar of Judicial Service Commission

Nairobi, Kenya - The Judicial Service Commission (JSC) has appointed Robert Kibet Kibor as its new Registrar to replace Winfridah Mokaya, who assumed the role of Chief Registrar of the Judiciary in March 2024. Kibor was selected through a competitive recruitment process under Section 10(2) of the Judicial Service Act. He was initially advertised on January 16, with interviews taking place on June 30.

Kibor, who has been associated with the JSC since 2012, began his career with the Commission as a Legal Researcher. He has since advanced to the position of Assistant Director, Legal Services. Kibor's extensive experience, coupled with his deep understanding of the Commission's mandate, institutional framework, and operations, has been highlighted as a key factor in his selection.

As the new Registrar, Kibor will assume strategic leadership and oversight in the management of the Commission's technical and shared services functions. Furthermore, he will play a crucial role in developing and implementing policies, strategies, and programs aimed at enhancing institutional effectiveness, accountability, and the overall administration of justice. The JSC emphasized that Kibor will report to the Chief Registrar of the Judiciary and Secretary of the Commission in fulfilling his duties.

Prior to his appointment as Registrar, Isaac Wamaasa had been acting in the position. The JSC noted that Wamaasa's leadership and continuity were vital during the period since Mokaya's appointment in March. Kibor's official appointment comes at a time when the JSC remains committed to strengthening the Judiciary's institutional effectiveness and accountability, and is "steadfast in its commitment to promoting and facilitating the independence and accountability of the Judiciary" while ensuring the "effective, efficient, and transparent administration of justice."
