Morning recap: 26 states struggle with IGR, Bauchi senator denies bandit link, other top stories

At least 26 states in Nigeria struggled to cover personnel costs in 2025 due to insufficient internal revenue, relying on allocations from the Federation Account despite financial improvements. Out of 34 states, only eight generated more Internally Generated Revenue (IGR) than their personnel expenditure, led by Lagos, Enugu, Ogun, Delta, Kaduna, Kwara, Abia, and Anambra.

Meanwhile, Shehu Buba, the senator representing Bauchi South Senatorial District, denied allegations of involvement in banditry, dismissing videos and social media claims as orchestrated disinformation and character assassination.
