Islamabad Could Run Itself Like a Province Under New Plan

Islamabad may soon operate like a province, according to a proposed framework that would establish its own assembly and grant the capital more administrative and financial independence. The recommendation comes from a high-ranking special committee, which presented the plan to the prime minister while discussions persist regarding the formation of additional provinces and administrative entities.

The draft outlines a 27-member Islamabad Assembly, comprising 21 members elected directly. Each of the federal capital's National Assembly constituencies would allocate seven seats, with an additional five reserved for women and one for minority representation. Under this system, Islamabad would have its own chief executive, who could serve as either the chief minister or mayor.

A chief secretary and four secretaries would manage the capital's administration, with each secretary overseeing a specific cluster of departments. The proposed Islamabad government would oversee 27 administrative departments, encompassing sectors like health, education, environmental preservation, and civic services. Law enforcement and urban planning would remain under federal jurisdiction, overseen by a federal ministry or governor.

The Islamabad Assembly would possess administrative and financial authority akin to that of a provincial legislature, with elections conducted by the Election Commission of Pakistan. The proposal also suggests transferring the responsibilities and functions of the Capital Development Authority and other entities operating under local government statutes to the Islamabad government.

Federal institutions responsible for nationwide affairs would continue to function within the capital under the proposed framework.
