EU envoy says GSP+ benefits ‘cannot be taken for granted’ amid engagement over future of vital trading scheme

During a two-year transition period, Pakistan and other beneficiaries will continue to receive preferences, but this does not guarantee automatic rollover into the new scheme.

A European Commission assessment concluded that Pakistan had faced compliance issues, regressed in several areas, and made limited positive change, particularly regarding issues such as enforced disappearances, extrajudicial killings, freedom of expression, judicial independence, access to justice, and forced labor. While acknowledging legislative and administrative measures, the report noted that many improvements yet need to translate into positive outcomes on the ground.

Diplomatic discussions between Pakistan and the EU indicate Islamabad is aware of the gravity of the situation, but questions remain about whether it has taken decisive action to address the EU's concerns.
