Africa: Ebola and Africa's Preparedness Dividend - From Crisis to Capability

Africa is grappling with its 17th Ebola outbreak, yet it is responding with the most advanced response architecture it has ever assembled. The Democratic Republic of Congo (DRC) declared the outbreak on May 15, 2026, and it has been designated as a public health emergency by both the World Health Organization (WHO) and the Africa Centre for Disease Control and Prevention (Africa CDC).

The Bundibugyo strain of the Ebola virus, circulating in the DRC, is one of four Ebola virus species that can infect humans, and it does not have any licensed rapid diagnostic, therapeutic, or vaccine. The system designed to detect and contain the virus is African-built, African-run, and African-coordinated, and it is proving effective.

However, the financing that built and sustained this system is now significantly strained. National health budgets in Africa have not met the 15% threshold set by the Abuja Declaration in 2001, while health-related overseas development assistance (ODA) continues to decline. The success of the current response hinges on whether these capabilities are maintained and functional.

Past investments have proven invaluable, as no Ebola outbreak this century has exceeded 5,000 cases outside the 2014 to 2016 West Africa epidemic, which reached 28,600 cases. The turning point was the West Africa epidemic, which resulted in over 11,000 deaths and led to institutional reforms, including the operationalization of Africa CDC in 2017, the introduction of the rVSV-ZEBOV vaccine, and the strengthening of national public health institutes across the continent.
