On September 6, Ukraine presented Russia with a ceasefire proposal, though the offer received no response from Moscow. The decision was made known by Kyrylo Budanov, the head of the Office of the President, in an interview with Suspilne. The proposed ceasefire would cover both aerial and land strikes on Ukrainian territory. However, Ukrainian drones continue to strike Russia, as Budanov noted.

Budanov also announced that US special representatives, Witkoff and Kushner, would visit Russia later in the week, during which time Russia might refrain from attacking Kyiv. However, the Office of the President denied reports of a ceasefire regime. Meanwhile, US Congress reported an agreement on a truce but did not specify its format.

Russia's Defense Ministry acknowledged strikes on Ukrainian soil that night, contradicting the proposed ceasefire. Ukrainian President Zelenskyy had previously stated that during the US representatives' visit, Ukraine would maintain peaceful conditions in Russian airspace to allow safe passage for the negotiators. Zelenskyy emphasized that there would be no Ukrainian air strikes and that Russia should reciprocate by abstaining from its own air strikes during the negotiation period.
