PPP questions PM Shehbaz’s silence on new provinces

The PPP, a key ally of the ruling PML-N coalition, has questioned Prime Minister Shehbaz Sharif's silence on the ongoing debate regarding the creation of new provinces. The PPP had previously argued that any such move must adhere to the constitutional procedure and obtain provincial consent. However, the PPP-led Sindh government recently passed a resolution opposing the division of the country's existing four provinces.

PML-N leader Rana Sanaullah reiterated that no preparations were underway for the creation of new provinces. During parliamentary proceedings, PPP lawmaker Agha Rafiullah had previously called on Sharif to address the issue in the National Assembly. Nayyar Hussain Bokhari, Secretary General of the PPP, sought the prime minister's perspective on the matter during an interview with Dawn.

A debate over the creation of new federating units has persisted for months, with no official confirmation of proposals ranging from eight to 30 provinces. Some ruling-party leaders and federal cabinet members have publicly expressed support for the idea in various forums. However, no official plan has been announced.

Bokhari emphasized the importance of the prime minister's stance on the issue, as no statement has been made despite several federal cabinet members reportedly backing the plan. He suggested that if the government intends to increase the number of provinces, it should first bring the matter before the federal cabinet, followed by a prime ministerial statement involving all stakeholders and political parties.

Bokhari highlighted that the consent of the provinces is essential for creating new federating units, and any such move would necessitate a constitutional amendment passed by both the National Assembly and Senate with a two-thirds majority. The PML-N-led government currently holds a two-thirds majority in the National Assembly with PPP support. Thus, if the PPP withdrew its backing, implementing the idea would become impossible.

Regarding the local government system, Bokhari stressed that any changes must adhere to the Constitution, particularly Article 140-A, which empowers provinces to establish local governments. Meanwhile, Rana Sanaullah stated that no bill or resolution regarding new provinces had been presented in parliament, emphasizing the need for consultation and consensus among political parties before such a proposal could be brought before parliament.
