Phoenix police investigate owner’s liability after boy (8) viciously mauled by two pitbulls

An eight-year-old boy in Phoenix was viciously attacked by two pit bulls on Sunday. The dogs' owner reported that while the incident was heartbreaking, she believed it was the only appropriate decision and claimed the dogs had escaped her property. The woman, who wished to remain anonymous due to safety concerns, described the pit bulls as aged one and five.

The assault was captured on viral social media videos, showing the child's mother pulling her son toward them when a dog crossed the road. Despite the owner's attempts to restrain the second dog, it also ran towards the child. The boy and his mother lay on the ground as both dogs attacked them. His maternal aunt, Karishma Rambally, reported that Luan sustained scalp injuries, bites to his ear, near his genitals, scratches, and bites across his torso, and on his left hand.

Luan's arm was a primary concern for doctors, who stated he was receiving excellent treatment at Inkosi Albert Luthuli Central Hospital and was stable. The boy, who has ADHD and is uncomfortable around people, expressed frustration during recovery, questioning why the attack occurred and what he could have done differently. His mother also sustained bites and scratches, resulting in significant bruising.

Lieutenant Colonel Paul Magwaza, a provincial police spokesperson, confirmed that a case of neglectful behavior, failing to prevent an animal from causing injury, is currently under investigation. Recently, the eThekwini Council approved a motion to review municipal by-laws regarding dangerous dogs, aiming to improve public safety and enforce regulations more strictly.
