Kuarters PAS has endorsed a motion urging the federal government to reassess its policies on gambling licensing and renewals, including the potential cessation of new licenses to curb the social and moral implications of gambling. PAS Public Relations Chief Ahmad Fadhli Shaari announced the resolution during the party's 72nd annual conference at the Islamiah Kelantan Tarbiah Center, through a unanimous motion submitted by PAS Baling.

The motion also referenced Kedah's efforts in November 2021 to halt the renewal of local authority licenses for lottery premises starting January 1, 2023, which led to six lawsuits filed by bettors or their agents challenging the state government's decision. In June 2024, the Federal Court declared Kedah's decision as ultra vires the Constitution, and the Federal Appeal Court ruled on December 12, 2025, that the state's action in halting the issuance and renewal of number prediction licensing businesses was irrational and unconstitutional.

Fadhli highlighted that this development demonstrates the limitations of state and local government (LGD) approaches towards addressing gambling-related issues when such matters fall under the division of powers under the Constitution. Consequently, the PAS assembly endorsed the federal government, through the Finance Ministry, to reevaluate its policies on gambling licensing and renewals, with consideration for potentially halting new licenses.

The motion also called for PAS Member of Parliament to bring the issue to the Dewan Rakyat for review and propose amendments to federal legislation to provide state governments with clearer and more robust frameworks for stricter regulation of gambling operations. Additionally, the resolution urged state governments, particularly those under PAS administration and Perlis, to strengthen existing laws, regulations, and management mechanisms based on legal advice to enable effective action against gambling activities grounded in a solid legal foundation.

In August 2023, the Federal Court dismissed Kedah's petition for review of its decision to halt the issuance and renewal of number prediction business licenses in the state.
