Detection billing system: Power Division decides to introduce reforms

Islamabad: The Power Division has announced significant reforms to the detection billing system in an effort to shield electricity consumers from excessive charges, unnecessary difficulties, and financial strain. This reform is part of the larger power sector reform initiative led by Federal Minister for Power Division, Sardar Awais Ahmad Khan Leghari, with the goal of providing maximum relief to consumers and safeguarding their rights.

Previously, detection bills were issued when electricity meters were faulty, technical issues arose, or actual consumption could not be accurately recorded. In such instances, consumption was estimated based on applicable rules and regulations.

However, in some cases, estimated consumption did not match the actual usage, leading to inflated bills and protracted grievance resolution processes. The existing system also faced concerns over transparency and the potential for irregularities due to human intervention. Recognizing these challenges, the Power Division has determined to digitize and automate the detection billing system, aiming to reduce human intervention and discretionary powers.

Accordingly, distribution companies (Discos) have been instructed to incorporate necessary amendments into NEPRA’s Consumer Service Manual and undertake other relevant actions to implement the new system.

Monthly monitoring of detection billing and the associated recovery process will be implemented to swiftly identify overbilling and unusual patterns, enabling prompt corrective action. According to an official statement, Federal Minister Sardar Awais Ahmad Khan Leghari emphasized that the primary objective of the ongoing power sector reforms is to offer maximum convenience and relief to consumers.

He further stated that reforms to the detection billing system would protect consumer rights, enhance billing process transparency, and bolster public confidence in the power sector. The Power Division noted that digitization and automation of the process would also minimize human interference, ensuring greater consistency in the application of detection billing rules.
