A PARTNERSHIP AGAINST TERRORISM

The partnership between the United States and Nigeria has significantly bolstered the nation's intelligence capabilities and its ability to combat terrorism, according to former National Security Adviser Mallam Nuhu Ribadu. This strategic collaboration reached its peak as American military personnel were set to depart Nigeria at the end of September. However, the true impact of the partnership lies in what Nigeria gained from it and Ribadu's crucial role in facilitating this alliance.

Ribadu's leadership was instrumental in negotiating the partnership, which began in November 2025 with a delegation meeting the U.S. Secretary of War in Washington. This diplomatic engagement laid the groundwork for a comprehensive security strategy centered on intelligence, technology, and international cooperation, rather than U.S. military dominance. Ribadu continued his efforts into 2026, leading discussions with a U.S. congressional delegation and participating in the inaugural Nigeria-U.S. Joint Working Group.

The partnership's success was evident in the deployment of approximately 200 U.S. military personnel to Nigeria. Their mission was focused on providing technical assistance, training, intelligence sharing, and advisory support, all aimed at bolstering Nigeria's counter-terrorism capabilities while respecting the country's sovereignty. This approach led to significant advancements in intelligence gathering, with U.S. personnel contributing expertise in areas crucial to modern counter-terrorism efforts.

A pivotal moment came on May 16, 2026, when U.S. Africa Command, in coordination with the Nigerian Government, conducted a targeted operation against ISIS in northeastern Nigeria. The operation led to the death of Abu-Bilal al-Minuki, a senior ISIS leader responsible for the group's global operations, media, financial, and weapons activities.

This achievement not only removed a key figure from the terrorist network but also disrupted its broader structure, marking a significant victory for the partnership's intelligence and operational strategies.

The lasting impact of the partnership extends beyond the immediate personnel deployment. The Nigerian personnel trained by their U.S. counterparts retain the knowledge, operational experience, and relationships forged, ensuring a sustainable capacity building process.
