Gateway 2040 brings US residency-linked infrastructure investment opportunity to Dubai

An Orlando infrastructure project dubbed Gateway 2040 is set to bring US residency-linked investment opportunities to Dubai in September. The initiative aims to transform one of Florida's most bustling tourism districts, offering investors a chance to participate in the redevelopment while also potentially securing US permanent residency through the EB-5 Immigrant Investor Program.

Gateway 2040 will be unveiled at the International Property Show (IPS) 2026, held at Dubai World Trade Centre from September 7-9. The project team will be present at Stall E06, near Gate 8, to meet UAE and international investors.

Situated at the crossroads of International Drive and Sand Lake Road in Orange County, Florida, Gateway 2040 aims to pedestrianize a key entry point to the city's renowned International Drive tourism district. The project will also connect with Orange County's planned pedestrian bridge, fostering seamless integration with the area's hotels, restaurants, attractions, and entertainment venues.

The broader objective is to craft a more interconnected, pedestrian-centric destination that supports the thriving ecosystem along International Drive. According to the 2024 Pedestrian Movement Study, the intersection sees an average of 1,150 pedestrians daily, surging to 1,364 on its busiest day.

For international investors, Gateway 2040 presents an additional allure. The project is structured as an EB-5 infrastructure investment, with private capital earmarked for the design, permitting, and construction of the Promenade. Qualified infrastructure projects can tap into the current $800,000 minimum EB-5 investment threshold and benefit from a dedicated 2 per cent annual visa set-aside specifically reserved for infrastructure ventures.

EB-5 infrastructure investments offer a pathway to US permanent residency for qualifying investors, their spouses, and eligible unmarried children under 21, contingent upon investment, job creation, source-of-funds, and individual immigration criteria. Each qualifying investment must generate at least ten full-time US jobs per investor.

Gateway 2040 is projected to stimulate employment across various sectors, including engineering, surveying, construction, landscape architecture, and skilled trades. A comprehensive economic analysis will quantify the job creation against the EB-5 threshold.
