New York bans AI use among nearly 600,000 public school pupils

New York City has placed a one-year ban on the use of artificial intelligence (AI) for nearly 600,000 public school pupils up to Year Eight, in an effort to safeguard children's education and mental health. Mayor Zohran Mamdani stated that the restrictions were not about preventing early exposure to AI, but about protecting children's educational experience and emotional well-being.

The technology industry claims AI-based early education is both inevitable and necessary, but the city disagrees. Children should learn through human relationships and develop skills with their peers, rather than relying on AI, according to Mamdani.

Under the moratorium, pupils up to Year Eight will not be allowed to utilize AI tools throughout the 2026-2027 school year. Only secondary school students, typically aged 14 and above, will be permitted to use AI under a limited pilot program, accompanied by twice-a-year AI literacy lessons. AI companion chatbots designed specifically for emotional support will also be prohibited at all educational levels.

Teachers are exempt from this ban and will be permitted to use AI to prepare lesson plans and handle administrative tasks. The policy is expected to garner national attention due to New York City's status as the largest public school system in the United States. A task force consisting of pupils, teachers, parents, lawmakers, and industry experts will evaluate the impact of the moratorium during the 2026-2027 school year before releasing its findings.

New York Governor Kathy Hochul emphasized the city's responsibility to ensure that rapid technological advancements support children's learning without hindering their development. The new restrictions followed an initial framework issued in March that permitted pupils to use AI for research, exploration, and creative projects. However, the framework faced criticism from parents and teachers who deemed the guidelines overly permissive.

New York Schools Chancellor Kamar Samuels acknowledged that the administration had "missed the mark" in communicating the policy and pledged to review the feedback received, incorporating it into future regulations.
